Sargasso was a monthly newspaper of the Ballarat University College/University of Ballarat Student Union newspaper. Matthew Cuthbert worked on Sargasso from 1989 to 1991 when it was created on LC 2 Apple Mac, at that time one of the best Apple labs in the country. "The Ballarat Courier had four machine, we had a suite." (Matthew Cuthbert, 2022) Mathew Cuthbert was the founder of ‘Integration,’ an alterntive venue and nightclub, with local college band, ‘The Fat Thing’ . This club had a following of Grunge and New Indie music from the UK, namely Madchester, straight from the decks of the Chevron, Melbourne. He went on to study interactive Multimedia at Central Saint Martin’s, London. "It was a great time at Ballarat, a melding of arts, humanities, friendship, youth and a Bohemia of sorts." [from a contemporary report:] The festival parade was held at 11.00 am on Saturday, 10 November 1990, commencing in Youth Road (behind Eltham Railway Station) and Diamond Street. As per tradition, the Shire of Eltham Historical Society entered a float in the parade but for the first time combined with the Diamond Valley Arts Society to produce the float. The theme of the parade was ''Spring into Summer". In accordance with this theme the Society's float depicted artists on a spring painting excursion. Part of the group was "Walter Withers" painting a landscape. There was also another artist painting a portrait of a girl in a spring costume. Joh Ebeli was responsible for preparation of the float. The float won the prize for the best display. The Herald on 10 August described the Festival offerings as: "Varied 10-Day Programme For Kew Arts Festival Opened last night, the Kew Arts Festival in the Recreation Hall, Wellington Street, provides an interesting and varied programme for the next 10 days. Today at 8.15 p.m. Mr George Bell and Mr Colin Badger will have a public discussion on "What Is Modern Art?" The Vice-chancellor of the Melbourne University of Melbourne (Mr JDG Medley) will preside. Tomorrow at 10.30 a.m. Junior students of the Methodist Ladies College, directed by Dorothy Dwyer. will show how they learn to speak and move on the stage, and will present three short plays. Tomorrow night Elise Steele and Violet Ewart (violin and piano) Beryl Batten (songs) and Edith Parnell (accompanist) will give a concert. Paintings and other works of art will be on show from 2.30 to 5.30 p.m. on Sunday. On Monday night. Mr Colin Badger will speak on "Dead Wood and Green Shoot: Australian Literature Today" and on Tuesday night there will be "Ballet in Story and Action"— the story told by Norman Macgeorge, with Joan Burnett as ballerina and Fred Manners-Sutton at the piano. Wednesday night will have an illustrated lecture "Contemporary Art Education." by John Bechervaise. Remaining nights will be taken up with a performance of Somerset Maugham's "The Circle" presented by the Little Theatre, a youth concert, and another concert with songs and piano. On Saturday morning, August 18, there will be a special concert for young people. The festival will end on Sunday week with a chamber music programme in the afternoon."Important local arts festival initiated during the Second World War and continuing till the early 1950s. St Andrews Primary School was one of thirteen primary schools and one high school to participate in the banner project. A picture of the St Andrews Primary School banner was included in page 10 of The banner habits of the Eltham tribes : Eltham Shire "as we are" Community Banner Project report / by Jacky Talbot. The 'As We Are' Community Banner Project was the first major Community Arts project initiated and co-ordinated through the resources of the Shire of Eltham. It was originally conceived and inspired by a local textile artist, Tracey Naughton, who, together with the Community Services Manager of this local government council, made the idea a very concrete and flourishing reality. The project grew from the original fourteen or so intending participant groups to fifty-seven banners; expressions of those diverse groups' interests and identities. As a first major project it was rightly felt by Tracey Naughton, who became the Shire's first Community Arts Officer in March 1985, that it should be fully documented, so that an appraisal of the extensive growth of this community arts development process could be assessed. Given the time and money available to do this, Jacky Talbot, and her advisors, decided it was appropriate to select fifteen or twenty banners for detailed analysis. This was done by taping interviews with members of the chosen groups. The groups were chosen to cover all ages participating, from the toddlers in the Playhouse to our grand elder citizens in their Nursing Horne, and to cover a wide range of different types of groups - schools, scouts, churches, youth issue based, and the numerous women's groups of various combinations, localities and concerns. ·. Some groups who presented their banners for the culminating highlight of this project - the Exhibition, held at the Eltham Community Centre on October 9th, 1986, had no contact with the Shire or project co-ordinator, but heard about the project through the local news' networks or other participants. The extent of community participation was enormous. It involved hundreds and hundreds of people. It changed some people's lives, enlivened others. As a first step on a new road its success is notable.
